Adoption — overview

The market signal. Below: where PDTF is in production today, what counts as "adoption" (it's a spectrum, from a single overlay used in a UI to full certified provider status), and the public evidence trail.

Headline numbers (May 2026)
  • 13 OPDA founding member firms across the six bounded contexts
  • 200+ councils migrated to HMLR's national Local Land Charges register
  • 1 SDCP Innovators prize won (Moverly + OPDA, Smart Data Challenge 2025)
  • 1 live Sandbox programme — CLC + OPDA + Raidiam, operational today
  • 34 overlay specs published as @pdtf/schemas v3.4.0 on npm

The adoption spectrum

"Using PDTF" can mean very different things at different levels of integration. The DPMSG draft framework defines five levels:

Five levels of PDTF integration. Most current adoption is at levels 1–3; the Sandbox is testing 4–5.
