Sandbox pilots

The Smart Property Data Trust Framework Sandbox is the operational vehicle of the whole programme — a live, controlled environment in which the technical, regulatory and governance foundations for national rollout are being built and stress-tested. Delivered by Council for Licensed Conveyancers (CLC) + OPDA + Raidiam, funded by the Regulators' Pioneer Fund.

Status

Operational today. Not a "pilot" in the sense of "future experiment" — it is currently running. See the Trust Framework Sandbox governance page for the structural details.

What the Sandbox is testing

Certified data sources Source-of-truth data providers (HMLR, local authorities, lenders) submitting PDTF-shaped data with verifiable provenance.
Accredited service providers OPDA's accreditation regime — who can call themselves a PDTF-compliant intermediary, and on what evidence.
Consent & liability models Who consents to what, who's liable when data is wrong, how that gets unwound. Tested against real transactions.
Security & governance standards Authentication, authorisation, key management, audit. Patterned after Open Banking but adapted for the property estate.
Regulatory gap analysis Where the existing legal framework doesn't cover the case (data-sharing rights, AML overlap, consumer protection) — fed back into MHCLG/DSIT for legislative action.

Open Banking precedent

The structural choice to deliver via Sandbox first is deliberate. Raidiam ran the equivalent Open Banking infrastructure in Brazil and was part of the UK Open Banking work — the Sandbox model is therefore structurally familiar to UK regulators, which reduces the political risk of national rollout.
