opda:hasSpecialCategoryData is an owl:DatatypeProperty (engineering placeholder per ADR-0012), not a Substance Kind — no Concept- or Logical-tier narrative entity files exist. Council Author-only session S012 Q3 will ratify the canonical predicate name; cross-tier narrative coverage tracks that decision.
